TRANSCRIPT OF LETTER FROM DISTRICT ATTORNEY STEPHEN M. HOWE, DISTRICT ATTORNEY
RE: Allegations of criminal conduct relating to the City of Spring Hill's procurement of broadband Internet service
Dear Mr. Ellis,
On March 2, 2020, you made a decision, through special counsel, to refer the above referenced matter to the District Attorney's Office for investigation. There was concern by citizens regarding the integrity of the City's broadband selection process, and it was alleged that a city employee accepted a bribe and conspired with another city employee during the selection process. The scope of the investigation was limited to whether any criminal violations occurred during the selection of ALLO Communications.
Interviews were conducted and related documents and emails, provided by the special counsel, were reviewed. The investigation has been completed and the District Attorney's Office found no evidence substantiating any violations of Kan. Stat. Anno. Sec. 21-6001(a)(2)(2019), Bribery, or Kan. Stat. Ann. Sec. 21-5302(a)(2019), Conspiracy or any other violations of criminal statutes. Therefore, no further action will be taken by this office.
