Some familiar, some new: Get to know our new leaders in our Public Works and Police departments! 

Public Works Director

Public Works has a new leader at the helm.

Jim Boyer will take over the department, which consists of the Streets, Parks and Utilities divisions. Boyer was appointed by Mayor Steven Ellis at the Oct. 10 City Council meeting. 

Boyer is no stranger to Spring Hill, having served in a variety of positions within the City for eight and a half years. Previously, he held the titles of City Superintendent, Line Maintenance Supervisor, Wastewater Collections Supervisor and, most recently, Utility Superintendent. 

Having served as Interim Public Works Director over the last several months, Boyer already has goals in mind for his new role including developing a comprehensive street maintenance strategic plan, assisting in completing the Right of Way Permitting program and developing a Dig Once Policy.

Before coming to Spring Hill, Boyer gained a wealth of working and supervisory knowledge in other cities in water treatment and distribution, wastewater treatment and sewer collection systems, street maintenance, cemeteries, solid waste, code enforcement, flood plain management, natural gas distribution and electric distribution. 

In his free time, Boyer enjoys fishing and playing cards and board games with his family and grandchildren.

Lieutenant

You will soon begin seeing a new face at the Spring Hill Police Department. 

David Hogue stepped into the newly-created lieutenant position Oct. 7. After a small restructuring earlier this year, the position was created, which will serve as second in command at the police department. 

“I’m excited to be in Spring Hill,” Hogue said. “I’m passionate about law enforcement and taking the department to the next level.”

Before arriving in Spring Hill, Hogue spent the last 17 years at the Lawrence Police Department. During his time in Lawrence, he worked in patrol, internal affairs, crisis negotiations as a supervisor and the training unit.

Jumping right into his new role, Hogue has a lot of goals in mind for the department but his biggest was to push Spring Hill to the forefront as a model department within the area. 

“I want to find out what we do better than anyone else and champion that with other agencies.”

He chose Spring Hill for its many opportunities including taking on new challenges in a different role, investing in others and growing the department.

At home, Hogue enjoys spending time with his wife of 25 years and their three children, serving as an elder in his church and working on a 1965 Ford Mustang convertible.
