More than 50 members of the Eastern Kansas Government Financial Officer’s Association listen to a presentation related to debt compliance and arbitrage by Ben Hart and Shelli Ness (not pictured) of Springsted, a public sector advisor, earlier this month in the 401 Event Space at the newly-renovated Spring Hill Civic Center. Members were from other agencies including numerous cities in Johnson County and Topeka and Lawrence.
